All of the lowest rated themes are free or very cheap. With almost all of them being built by Shopify itself, it's clear that Shopify is not prioritizing the quality of their themes. The themes are not well-documented, and the features are not well-implemented. They've left the development of great Shopify themes to approved theme designers and developers.

The only theme I'd personally recommend on this list is Dawn. However, I'm a developer and this is a well know started/base theme to build something on top of. If you're not a developer, you're better off using a higher rated theme.
